The realization of good governance has been mandated by various regulations, including Presidential Instruction of the Republic of Indonesia Number 7 of 1999 concerning Accountability of Government Agency Performance, Presidential Instruction Number 5 of 2004 concerning Acceleration of Corruption Eradication, and Regulation of the Minister of State for Empowerment of State Apparatus and Reform.

Bureaucracy Regulation Number 29 of 2010 concerning Guidelines for the Preparation of Performance Determination and Performance Accountability Reporting for Government Agencies. These regulations require every government agency to implement the Government Agency Performance Accountability System (AKIP).

The Annual Performance Plan (RKT) is a document designed to promote accountability in the performance of government agencies, a prerequisite for achieving good governance. The RKT is a performance planning document for Pengadilan Militer Tinggi II Jakarta.
